Ptl. Howell was conducted a traffic stop in the parking lot of Mackenzie Woods apartments and while speaking to the driver, she stated that there two subjects fighting in her son’s apartment and that they were not supposed to be there. Ptl. Howell went to the apartment and observed Kylee Lowder (age 21 Vermilion) arguing with her boyfriend. Lowder’s right eye was starting to swell and there was a fresh scrape on her hand. Lowder’s boyfriend had blood on his shirt. While officers were trying to speak with Lowder and her boyfriend, Lowder continued to approach the complainant in an aggressive manner with her fists clenched and yelling. Lowder was told to gather her things and leave. She ignored Ptl. Howell and continued to yell. Lowder was warned at least four times to leave, but she continued her disorderly behavior. Lowder was charged with Disorderly Conduct Intox/Persisting and Probation Violation due to her consumption of alcohol.

 

1206:

A resident on Pineview called and said that she found a bunch of her daughter’s drugs, needles, spoons, etc. Sgt. Adams was dispatched and took a report.

Lt. Labis met with a complainant who stated that she had a refund check from a utility company at a house she used to live. The complainant stated that a female that was collecting rent for the landlord took the check and was holding the check claiming that the complainant owed money for a water bill and wanted the complainant to sign over the check. The suspect was contacted and she stated that she did get the mail and took it to the post office to return to sender.

A bicycle was located on Claus Road at the Route 2 over pass. The bicycle is a blue BMX style with a broken chain and two flat tires.

 

2327:

Units were dispatched to an apartment on Douglas Street for a disturbance. Upon arrival Cpl. Grassnig spoke with both subjects involved. Michael Risner (age 43 Vermilion) was charged with Disorderly Conduct Persisting and was released to a friend.

The fire department was toned out for a carbon monoxide detector going off.

Ptl. Spoores conducted a traffic stop on a vehicle that was traveling at a high rate of speed on North Ridge Road. The driver was identified as Caitlin Ritter. Ritter and all passengers were checked for warrants. Ritter gave Ptl. Spoores to search the vehicle for any illegal contraband. During the search, Ptl. Spoores located a marijuana pipe and a full beer in the purse of Elaine Horner, the rear passenger. All parties were then given a portable breath test. Horner gave a reading of .167, Ritter gave a reading of .041, A 17 year old juvenile, gave a reading of .068. The juvenile was charged with Underage Consumption and Curfew Violation. Elaine Horner (age 18 Vermilion) was charged with Underage Consumption and Drug Paraphernalia. Caitlin Ritter (age 18 Vermilion) was charged with Underage Consumption and Speed.

 

0414:

 

Ptl. Holmes observed a male walking near Bad Boy Tackle. The male was identified as a 17 year old juvenile. The juvenile said that he was visiting his girlfriend in the Vermilion Lagoons and was supposed to be sleeping over her house on a boat. The juvenile stated that he could not sleep so he decided to walk home to VOL. The juvenile was charged with Curfew Violation. The juvenile laughed at this and had a very poor attitude.

 

2317:

Dispatch received a call from a motorist reporting a possible intoxicated driver. Ptl. Holmes located the vehicle and the driver was identified as Joseph Feigi (age 31 Trenton). Feigi’s eyes were bloodshot and his speech sounded slurred. There was also a strong odor of alcohol coming from the vehicle. Ptl. Holmes asked Feigi how much he had been drinking and Feigi said that he did not consume any alcohol. Feigi did not pass the field sobriety tests. Feigi was taken to the station where he submitted to a breath test giving a reading of .193 grams. Feigi was issued a citation for OVI (2nd offense in 6 years, 3rd offense in 20 years), Prohibited Concentration, and Weaving.

Cpl. Mayer met with the assistant principal of the high school reference a student with pills. Two juvenile females were found to be in possession of drugs. They were suspended out of school for ten days and were both charged with Possession of Dangerous Drugs.

Cpl. Mayer met with the assistant principal of the high school reference a student with pills. A 15 year female juvenile was arrested for Trafficking in Drugs and a 14 year old female juvenile was charged with Possession of Drugs.

Sgt. Hartung was dispatched Washington Street reference a sick groundhog. The groundhog was located and it had wounds on its legs. The groundhog was aggressive and had trouble moving. It was disposed of with one round from Sgt. Hartung’s shotgun.

 

1645:

Units were dispatched to a residence on Exchange Street reference a psychiatric situation. Upon arrival a female subject was found sitting in her vehicle. The female’s son said that his mother had been delusional and that her house was trashed. The subject was transported to Fireland’s Hospital by Chief Kish.

 

1840:

Sgt. Hartung met with a resident on Park Drive reference the theft of football tickets. Under investigation.

 

2129:

Ptl. Jenkins was dispatched to Beechview Drive reference a juvenile being threatened and harassed by other juveniles.

Chief Kish responded to an apartment on Salem drive reference a violent domestic. Upon arrival, Chief Kish spoke to the victim. She was very distraught and stated that her co-habitant Chris Dalton (age 32 Vermilion) was destroying her apartment. Dalton was located and appeared highly intoxicated. Dalton admitted to tearing up the apartment. The victim said that after Dalton tore up the apartment, he started hitting her. Dalton also grabbed her phone and broke it while she was trying to call the police. Dalton was charged with Domestic Violence and Disruption of Public Services.

Cpl. Riggs met with a resident on Howard Drive reference neighbor trouble.

Ptl. Shupe was dispatched to Motel Plaza reference a Burglary. Under investigation.

 

October 8, 2009

 

0234:

Ptl. Holmes observed a vehicle traveling at a high rate of speed near Berkely Road. The vehicle then turned onto Aldrich and parked in a driveway and the driver fled the scene. The driver was located and identified as Dustin Wisenbaler (age 26 Vermilion). Wisenbaler stated that he fled because he was under suspension. After further investigation, Wisenbaler was found to be under the influence of alcohol. Ptl. Holmes and Ptl. Shupe searched the vehicle and located several plastic baggies that contained marijuana residue. There were also several small pieces of marijuana and seeds throughout the vehicle. A marijuana pipe was located in the center console and a small framed mirror with a white powdery residue was located in the glove compartment. Wisenbaler said that all of the items were his and that the white powder was crushed up prescription pills. Wisenbaler was issued a citation for OVI (3rd offense in 6 years), Driving Under Suspension, excessive speed, Obstruction Official Business, Criminal Trespass, and Drug Paraphernalia. Wisenbaler also had a felony warrant from the Lorain County Adult Probation Department for a Probation Violation. Wisenbaler was released to Lorain County.  

 

0738:

Cpl. Mayer met with the assistant principal of the high school reference an assault. Two juvenile students were arrested and suspended from school. One juvenile was charged with Disorderly Conduct and the other was charged with Assault.

 

0913:

Dispatch received a call from a mother requesting assistance with her unruly 16 year old son. Cpl. Gleason arrived on scene and spoke to the juvenile. The juvenile stated that he wanted to go to the detention home and that he was not going to school. The juvenile was extremely uncooperative and was charged with Unruly Juvenile.

A few hours later, the juvenile and his step-father came on station because the juvenile hit him. When the juvenile was advised that he was going to be charged with Domestic Violence and that he was going to the detention home, he became violent in the booking room. He started swearing at officers and banging on the walls.

Sgt. Davis met with a complainant on Roxboro Road reference threatening phone calls. The suspect was advised to stop calling her or that criminal charges could be filed.

Ptl. Terry met with a complainant on station reference menacing. The complainant stated that her son is being harassed and threatened by another juvenile. All information was reported to the school principal and the suspect was banned from attending further events at the school.

Ptl. Terry was dispatched to Beechview Driver reference a menacing complainant. The complainant stated that her daughter is being harassed by a group of girls. The complainant filled out a citizen’s complainant packed and it was referred to the school resource officer.

Ptl. Graham was dispatched to Woodside Avenue reference an injury. Upon arrival Ptl. Graham was advised by the complainant that while he was directing traffic, a vehicle’s side mirror struck his right hand. The vehicle left the scene.

 

1550:

Ptl. Graham and Sgt. Hartung were dispatched to a residence on Harcourt Road reference a physical altercations. Upon arrival Ptl. Graham observed a male holding a female on the ground. The complainant stated that he and his wife had been arguing with their daughter Kristina Woods (age 25 Vermilion), over a dog. The male stated that Woods drove her vehicle into his car and then struck the rear window with a croquet mallet. The complainant stated that he attempted to grab Woods but she started swinging the mallet at him. Kristina Woods was charged with Assault, Criminal Damage, Reckless Operation, and Disorderly Conduct. The Nord Center was also notified to evaluate her.

Sgt. Hartung and Chief Kish were dispatched to South Shore Court reference a large group of subjects fighting. All subjects were brought together to resolve their issues.

 

1659:

Chief Kish filed a report involving threats of violence over the phone and an investigation was initiated. Counter allegations were filed and all parties were advised not to have any further contact until the matters were resolved by the courts.

Sgt. Hartung met with a complainant reference harassing phone calls. The suspect was contacted and advised to stop calling.

Ptl. Mis responded to Key Harbor Marina reference a stolen boat trailer. Under investigation.

 

1714:

Units responded to Avon Avenue to assist the Lorain County Sheriff’s Office with serving a felony warrant on Darryl Pilarsh (age 33 Vermilion). While attempting to serve the warrant a pit bull charged at Cpl. Grassnig and a deputy. Cpl. Grassnig pulled his duty gun and fired one round striking the dog in his leg. The pit bull continued to charge Cpl. Grassnig so he fired two more rounds. The dog then ran away and several warnings were given to the owner to place it inside. Pilarsh was located in the woods and was served with the warrant.

 

2359:

Units were dispatched to Jackson Street reference Domestic Violence. Upon arrival, officers met with the victim and Tristan Newhouse (age 18 Vermilion). The victim stated that she and her “on again, off again” live in boyfriend got into an argument reference Newhouse possibly being evicted. The victim said that while she was sitting on the couch, Newhouse came at her in a threatening manner and put his hands on the sides of her head. The victim thought he was going to strangle her. Newhouse did not deny putting his hands on the victim. Newhouse was charged with Domestic Violence.

0430:

Officers were dispatched to Cooper Foster Road reference a box truck parked in the road. Upon arrival the vehicle was found to be occupied by Roy Shaffer (age 52 Amherst). Sgt. Reinheimer attempted to make contact with Shaffer but he was unable to comprehend anything that Sgt. Reinheimer was telling him. Shaffer did not know his name, where he was at, or where he was coming from. Shaffer was asked to exit the vehicle and immediately fell down when doing so. Officer’s helped Shaffer up and observed that he urinated in his pants. Shaffer was too intoxicated to perform field sobriety tests. Shaffer was transported to the station. Shaffer urinated in the transport cruiser while enroute to the station. While on station, Shaffer displayed some aggressive behavior and made several threats toward Ptl. Cundari. Shaffer refused to take a breath test and urinated in his pants several times (this was after he was taken to the bathroom). A check through the system revealed that Shaffer’s driver’s license was under ten suspensions and that he had eight prior OVI convictions. Shaffer was charged with OVI (9th lifetime) and Driving Under Suspension (5th lifetime) and was transported to the Lorain County Jail.

Lt. Labis responded to Douglas Street reference a theft. Upon arrival Lt. Labis was advised that two tenants just moved out of the complainant’s apartment building. When they left they took the refrigerator and the stove. Under investigation.

 

1503:

Ptl. Glover met with a complainant on station reference a stolen vehicle. The complainant stated that he left his car on Grand Street because he was too intoxicated to drive. When he returned for the car two days later it was not there. He was advised that a report would be filed.

Approximately one hour later, Cpl. Riggs located the vehicle in Rudy’s Bar parking lot with an opened beer in the center console. The owner of the vehicle was contacted and advised that he left the vehicle at Rudy’s and not on Grand Street.

Units were dispatched to an address on Salem Drive to conduct a welfare check on a juvenile that was left home alone. Once on scene officers were unable to contact any parent or guardian. The juvenile was brought to the station for follow up.

Ptl. Terry was dispatched to West River Road reference a found bicycle. The bicycle is a mens blue 26” Roadmaster Mountain Climber. There are no front or rear fenders and only one reflector on the front and on the back. The bicycle was tagged and taken to storage.

Ptl. Graham met with a complainant on Woodside Avenue reference the misuse of her credit card.

Sgt. Hartung met with a complainant on station reference a motor vehicle accident that occurred on October 13th on Liberty Avenue near the library.

Ptl. Graham met with a complainant on station reference fraud. The complainant sent money by Western Union to a subject in Spain for an English Bull Dog and now the subject is refusing to send the dog.

 

2152:

Cpl. Grassnig stopped a vehicle near the Brownhelm School on North Ridge Road. While Cpl. Grassnig was speaking to the driver, he observed a marijuana pipe in the driver’s lap. The driver was identified as a 17 year old juvenile from Vermilion. The juvenile was charged with Drug Paraphernalia.

 

October 15, 2009

 

1509: 

Ptl. Graham and Ptl. Stark were dispatched to a residence on Howard Drive reference a domestic dispute. Upon arrival Ptl. Graham was advised by a juvenile female that she and her father were arguing over some cheese and that her father grabbed her by the throat. The father said that she and his wife were lying in bed and the juvenile came in and attacked him. The father said that she struck him numerous times in the chest and so he shoved her out of the room. The parents stated that they wanted the juvenile to stay at her grandmother’s across the street. When the juvenile was advised on the arrangements she began to swear at her parents and officers. The juvenile was charged with Disorderly Conduct Persisting and was released to her grandfather.

 

1645:

Ptl. Graham met with a complainant on station reference campaign signs on his property. The complainant removed the signs and placed them in his vehicle. While leaving the area, the complainant noticed that a vehicle was behind him flashing his lights and trying to pull along side him. The complainant stated that the vehicle followed him and confronted him about the signs as he was tossing them into the dumpster. The complainant stated that the subject began to yell at him for removing the signs and chest bumped him. The complainant requested a report to be on file incase there are any further problems.

Ptl. Reising met with a subject on station reference a boat entry at Key Harbor Marina.

 

1548:

Ptl. Miller met with a complainant reference someone taking political signs. The complainant stated that while he was putting up political signs yesterday, another subject was behind him throwing them into their truck. The complainant stated that he followed the subject to the Holiday Inn and confronted the subject. The complainant stated that the subject shoved him against the dumpster and yelled at him saying he did not want the signs on his property. The subject then threw the signs in the dumpster.

 

1812:

Cpl. Riggs ran a plate on an older model motor home plate and it came back on a jeep. Cpl. Riggs stopped the vehicle and identified the driver as Stephen Dale. Dale was found to be under suspension and also had an open can of Sparks Malt Liquor in the vehicle. Dale said that he found the plate in the street. Dale was charged with Driving Under Suspension, Open Container, and Ficticious Plates.

 

2355:

Ptl. Spoores conducted a traffic stop on Salem Drive near Liberty Avenue. The driver was identified as Kristina Rottenborn (age 20 North Ridgeville). Rottenborn immediately stated that she did not have a driver’s license or insurance. While speaking to Rottenborn, Ptl. Spoores was able to smell alcohol coming from Rottenborn. Rottenborn failed the field sobriety tests and was taken to the station for a breath test. Rottenborn refused to take the test and was charged with OVI, Driving Under Suspension, and Stop Light.

Cpl. Riggs responded to a residence on Sanford Street reference vandalism. The complainant stated that someone threw an unopened beer at his front picture window causing the outside glass of the double pane window to shatter. Under investigation.

Units responded to a residence on Edison Drive regarding a possible rape. Upon arrival the complainant stated that she had just been raped by a subject that she had just met. All units checked the area for the suspect but were unable to locate him. The detective was called in for further investigation. 

 

1159:

Dispatch received a call from a nurse at Community Health Partner reference a patient making threats to kill his ex-girlfriend. The nurse said that the patient said that he was going to borrow a sword and cut off his ex-girlfriends head off. The nurse said that the patient has been in the psychiatric unit since October 13th and will be released today. The ex-girlfriend was contacted and was advised to contact us if she has any problems with him.

0015:

While on patrol at Victory Park, Ptl. Spoores observed a vehicle in the parking lot. Ptl. Spoores approached the vehicle and observed two subjects in the back seat semi nude. The male quickly scrambled off top of the female and got in the front seat. The male was identified as Christopher Shepherd (age 34 Vermilion) and the female was his wife Linda Shepherd (age 27 Vermilion). Both parties were issued citations for Public Indecency.

 

0239:

Ptl. Spoores conducted a traffic stop on Liberty Avenue near Decatur Street on a vehicle that was speeding. The driver was identified as Jacquilyn Dowell (age 34 Vermilion). While Dowell was speaking to Ptl. Spoores some of her speech was slurred. Dowell said that she did not have anything to drink. Dowell was asked to exit the vehicle for field sobriety tests and a portable breath test. Dowell did not pass the tests and gave a reading of .141 on the portable. Dowell was placed under arrest and taken to the station. While on station Dowell submitted to a breath test giving a reading of .205. Dowell was charged with OVI (3rd lifetime) and Speed.

Report taken for a lost/stolen wallet.

While on patrol on Liberty Avenue near the Smolka Bridge, Sgt. Adams observed a vehicle crash into a stopped vehicle. The driver of the vehicle, Deborah Hile (age 41 Vermilion) was found to be under the influence of an alcoholic beverage. Hile did not pass the field sobriety tests and gave a breath sample reading of .156. Hile was charged with Speed, Seatbelt, Assured Clear Distance, Right of Way, and OVI. Hile’s passenger Jerry Coleman (age 39 Vermilion) was charged with Seatbelt.

Cpl. Mayer was dispatched to Sailorway Middle School reference a sick student. The fourteen year old juvenile was found to be under the influence of alcohol. The juvenile was given a portable breath test producing a breath sample of .170. The juvenile was suspended out of school and charged with Underage Consumption.

 

0923:

Sgt. Hartung met with a complainant on station reference a case of neglect involving an elderly female. An investigation was initiated and Adult Protective Services was advised.

 

1012:

Ptl. Graham was dispatched to a residence on Edgewater Drive reference unwanted phone calls. The complainant stated that he has been receiving calls from various people and businesses asking for an unknown male. The complainant requested a report for future reference.

Lt. Labis met with a complainant on station reference possible identity theft.

 

1722:

Units were dispatched to Lorain Drive to conduct a welfare check. Upon arrival the female in question appeared somewhat incoherent. The female’s daughter said that she had been drinking and making calls to law enforcement and social groups reference the anniversary of her son’s death. Officers left the residence and left the daughter in charge.

Officers were dispatched to the residence again reference the female subject making threats against herself. Upon arrival, the female was screaming and flailing her arms and began speaking to god. The female subject was taking to the hospital for an evaluation.

Ptl. Glover was dispatched to a business on Liberty Avenue reference theft.

 

2128:

Ptl. Holmes responded to an apartment on Salem Drive for the report of an assault. The complainant advised that his ex-girlfriend had come to the apartment and assaulted him. The complainant had no visible injuries and did not require medical attention. The complainant was provided a citizen’s complainant and advised to contact the prosecutor. Units checked the area and were unable to locate the suspect.

Ptl. Holmes conducted a traffic stop on a vehicle that had expired plates. The driver was identified as Robert Kish (age 40 Elyria). While Ptl. Holmes was speaking to Kish, he was able to detect a strong odor of an alcoholic beverage. Kish was given the field sobriety tests and did not pass. Kish was transported to the station and refused to submit to a breath test. Kish was charged with OVI (2nd offense in 6 years) and expired plates.

Ptl. Howell conducted a traffic stop on a vehicle that had been weaving. The driver was identified as a 17 year old juvenile. The juvenile also did not have a driver’s license. The juvenile was charged with Curfew and No Driver’s License.

 

0637:

Units responded to a residence on South Shore Court for a welfare check. Upon arrival units were able to hear a faint female voice calling for help. The front door was kicked in and units located an elderly female upstairs sitting on the floor. The female stated that she had fallen and hurt her legs and hips. The ambulance took the female to the hospital.

Ptl. Graham met with a complainant on Erie Road reference a motor vehicle accident.

Ptl. Terry took a report reference a found bicycle. The complainant advised that he would hold the bicycle to see if he could find the owner and would drop it off at the police department if he could not locate the owner.

Officers responded to the South Street School playground reference two juveniles exposing themselves. The two juveniles were identified and both were charged with Public Indecency.

Dispatched received a call from a male requesting a lift assist. EMS, Fire Department, and Ptl. Mis were dispatched.

Ptl. Spoores met with several subjects on station reference an assault that happened at Showse Park. The complainant stated that she and her cousin were encountered by several other juveniles at Showse Park. The complainant stated that one of the subjects grabbed her by the throat choking her for several seconds. Under investigation.

Ptl. Holmes conducted a traffic stop for a vehicle that was going left of center. The driver Deborah Poyle (age 54 Lorain) was found to be under suspension. Poyle was charged with Driving Under Suspension and given a verbal warning for the Left of Center.

Units were dispatched to Marathon Gas Station reference a theft. Upon arrival, employees stated that a vehicle pumped their gas and left without paying.

Ptl. Cundari was dispatched to South Street reference a menacing complainant. Upon arrival, the complainant stated that his ex-girlfriend gave him $500 approximately five years ago. The ex-girlfriend has since contacted him wanting the money back. The complainant stated that his ex-girlfriend’s brother has been threatening him and giving him deadlines on when to have the money back. The complainant requested a report for future reference.

1910:

All units were dispatched to South Shore Court reference a disturbance involving several subjects. Dispatch received numerous calls reference the disturbance including one stating a knife was involved. Units arrived on scene and spoke with the victim. The victim stated that she has been having problems with her child’s father’s new girlfriend and that the new girlfriend followed the victim to her residence on South Shore Court. When the victim arrived home, the new girlfriend and her three friends got out of their vehicle and confronted the victim threatening to beat her up. The victim ran into her mother’s house and grabbed a knife for protection. While the victim’s mother tried to stop one of the males from coming into the apartment, he punched her in the face. The new girlfriend then came in and grabbed the victim by her shirt. The victim took the knife and attempted to cut the new girlfriend’s arm. The suspects went back to the vehicle after realizing the police were called. Officers took the new girlfriend, ********

Ptl. Jones met with a resident on Jackson Street reference the theft of a decorative Frankenstein head from his yard. The head is valued at $12 and the resident has no suspects.

Ptl. Jones responded to the Vermilion Farm Market reference a counterfeit bill. The bill was taken to the bank and was determined to be real. The bill was returned to the citizen who originally attempted to pass it.

 

1729:

Ptl. Terry was dispatched to Ohio Street regarding a runaway juvenile. Under investigation.

 

2250:

Units were dispatched to a residence on Jackson Street reference a vehicle entry.

While Sgt. Davis was investigating a traffic crash, it was learned that one of the involved parties was under suspension. Gregory Bryant-Bratulic (age 18 Lorain) was charged with Driving Under Suspension.

 

1415:

Units were dispatched to Cummings Road reference an assault. The complainant stated that his ex girlfriend showed up at his house because she wanted her dog. While there, she “clawed” his face. The complainant did not wish to file charges and only wanted the ex girlfriend to leave. The complainant refuses to give her the dog because he paid for it. The ex girlfriend was advised to leave and file a civil claim for the dog if needed.

Cpl. Grassnig took a report reference a motor vehicle accident hit skip.

Ptl. Mis met with a complainant on station reference the theft of money. The complainant believes that her ex boyfriend and his friend took the money. The ex boyfriend denied taking the money. The complainant was referred to the prosecutor.

Cpl. Grassnig met with a complainant reference threatening phone calls.

Ptl. Jones spoke with a complainant on the phone reference a motor vehicle accident. The complainant stated that while she was dropping her children off at school she struck the side of a Ford Explorer. The complainant said that the Explorer left the area and did not acknowledge her striking the vehicle.

Ptl. Jones met with a complainant on station reference possible fraud involving his bank account.

 

1725:

Cpl. Grassnig issued a citation to Norfolk Southern Railroad for blocking a crossing past the five minute time allotted.

Cpl. Grassnig took a car vs deer accident report.

 

2229:

Ptl. Spoores received window traffic regarding harassing phone calls. The complainant stated that he has been receiving threatening text messages from a female subject. The female was contacted and advised to stop.

0026:

Ptl. Holmes and Ptl. Spoores were dispatched to Parkland Drive for the complaint of a verbal domestic dispute. Officers arrived on scene and met with the complainant who stated that her boyfriend came home drunk and started to argue with her. The boyfriend had left prior to officer’s arrival. The complainant was given a domestic violence fact sheet.

 

0345:

Units were dispatched to South Shore Court for a disturbance. Once on scene the complainant said that two subjects made entry into her house and started to make threats to beat her up. The subjects left the area when they found out the police were called. Units were unable to locate the subjects.

 

1920:

Ptl. Holmes conducted a traffic stop on a vehicle for speeding. The driver was identified as Richard Garvey Jr (age 18 Vermilion). The passenger was identified as a fourteen year old juvenile. Garvey did not have a license and the juvenile passenger had cigarettes in his pocket. Garvey was charged with Driving with a Temporary Permit without a Licensed Driver and Expired Plates. The juvenile was charged with Possession of Tobacco while under the age of eighteen.
