While stationary on Roanoke Drive, Ptl. Holmes observed Joseph Biagi (age 24 Lorain) drive past. Ptl. Holmes contacted dispatch and requested a driver’s license status check on Biagi. Dispatch advised Ptl. Holmes that Biagi was under various license suspensions. Ptl. Holmes began to follow after Biagi’s vehicle but was unable to catch it because Biagi was traveling approximately 80mph or more southbound on Sunnyside. It was later learned that Biagi had a 12 year old juvenile in the passenger seat. Ptl. Holmes contacted Biagi via cell phone and Biagi claimed that he was not driving the vehicle and that he had been at Cedar Point all day. The mother of the 12 year old boy contacted the department and said that she spoke to Biagi and that Biagi and the juvenile were in Huron. The mother picked up the juvenile. The juvenile and his mother then came to the station to fill out witness statements. Biagi’s vehicle was towed from a residence in Huron and taken to the impound lot. While on station, the juvenile said that Biagi did see Ptl. Holmes in his cruiser and said “I can’t go back to jail”. Ptl. Holmes completed affidavits for the following charges; Failure to Comply Fleeing, Probation Violation, Endangering Children, and Driving Under Suspension. Biagi said that he would turn himself in after he talked to his attorney.

Dispatch received a call from a subject advising a bicycle cut in front of her and she hit the bike causing damage to her vehicle.

Units were dispatched to Hollyview Drive reference a suicidal male. Upon arrival units were advised by the subject’s mother that he had threatened to harm himself. The subject was transported to the hospital for an evaluation.
1222:
Cpl. Mayer met with the superintendent reference an out of control student at Vermilion Intermediate School. The juvenile was in class throwing things at other students and spit on the floor. The juvenile was taken to the office where he continued his behavior. The juvenile also made several comments about fire and burning the school down. The juvenile was removed from the school and picked up by his grandmother.

The fire department was toned out for a carbon monoxide detector going off. They were unable to find any problems, except that is was possibly a faulty detector.

Ptl. Reising and Ptl. Stark were dispatched to Liberty Avenue near the river bridge reference a reckless driver. The vehicle was located and the driver was identified as Joseph Syek. Syek appeared confused and said that he was lost, trying to get to Cleveland. An open Budweiser can was found on the floor board next to the driver’s seat. Syek was charged with Open Container and picked up by his daughter.

Cpl. Mayer met with the assistant principal of Vermilion High School reference an unruly juvenile. The juvenile got into an argument with his teacher and got two days of in school restriction. While the juvenile was on restriction, he continued to be extremely disruptive. The juvenile was suspended from school for the remainder of the day and charged with Unruly Juvenile.

Cpl. Mayer met with the assistant principal of Vermilion High School reference an unruly juvenile. The juvenile had been placed in in school restriction for violation of school rules. While there, the juvenile continued to be disruptive. The juvenile was removed from the school and charged with Unruly Juvenile.

Cpl. Gleason was dispatched to Vermilion Intermediate School reference a student with a knife. The student was suspended from school and the knife was confiscated.

The fire department was toned out for a possible propane leak at the Marathon Gas Station.

Ptl. Jones conducted a traffic stop on a vehicle on Brownhelm Station Road. The driver, Paula Daniels (age 48 Lorain), was found to be under suspension. Daniels was charged with Driving Under Suspension.

Ptl. Terry conducted a traffic stop on a vehicle for speeding. The driver, Jason Blackburn (age 27 Vermilion), was found to be under suspension. Blackburn was charged with Driving Under Suspension and Speed.

A female juvenile reported to her school counselor that she was sexually assaulted by another juvenile male while at a home in Vermilion. An investigation was started with the assistance of Erie County Children’s Services.

Sgt. Davis met with a subject regarding unwanted phone calls. The complainant stated that a former co-worker keeps calling him accusing him of spreading rumors. A message was left with the suspect to call back regarding the complaint.

Lt. Labis took a report reference a personal injury. The complainant stated that she was walking on the sidewalk on South Street and fell over a protruding stone and hurt her knee. The complainant stated that she had to miss 2.5 days of work because of the injury.

Ptl. Graham met with a complainant on station reference harassing text messages from her friend’s boyfriend. The suspect was contacted and advised to have no further contact with the complainant.

Units were dispatched a residence on Woodside Drive reference a house fire.

Ptl. Cundari was dispatched to Adams Street reference a possible intoxicated driver. The driver was located and was highly intoxicated. The driver, identified as Bonnie Bailey (age 65 Vermilion) did not pass the field sobriety tests and admitted that she was intoxicated. Bailey was transported to the station were she submitted a sample of her breath registering .238 grams. Bailey was charged with OVI.

Units were dispatched to Lee Court reference a noise complaint. Upon arrival there were several beer cans in the drive way, a few cans in the lake behind the house, and a garbage bag completely full of beer cans in the backyard. Ptl. Holmes knocked on the door and met with Debra Jursinski (age 53 Vermilion). While speaking to Jursinski, Ptl. Holmes observed a female peek her head out from behind a wall that appeared to be under the age of 21. Jursinski was advised on the noise complaint and stated that she was the only one there until Ptl. Holmes informed her that he saw the other female peeking from behind the wall. Jursinski then stated that her daughter had some friends over, but they were calling it a night. Jursinski was advised that we needed to speak with everyone involved with the party. Jursinski agreed and said she would gather everyone up. Jursinski never returned to the door. Officers were able to see Jursinski pacing back and forth in the living room and also saw another subject run upstairs. Officers left the scene and attempted to contact Jursinski via telephone to convince her to open the door or that they would obtain a search warrant. Jursinski agreed to open the door. Officers searched the home and located four males all over the age of 21. The males told officers that there were two other subjects under the age of 21 hiding in the house. Jursinski was taken to the station and charged with Obstructing Official Business and released on a personal bond.

Ptl. Terry was dispatched to Edgewater Drive reference a neighbor dispute. Ptl. Terry made contact with the complainant and her 83 year old mother. The complainant was concerned that the neighbor was blowing leaves all over her mother’s property. The neighbor was contacted and he said he doesn’t care if the leaves are blowing in her yard and that he didn’t care if he was arrested.

Sgt. Hartung met with a complainant on station reference a stolen wallet. The complainant stated that she left her wallet at the Driftwood Bar and it was not there when she returned to get it.

Units were dispatched to Napa Auto Parts reference breaking and entering. Under investigation.

Units were dispatched to South Street reference a dog bite. The complainant stated that while she was walking her dog on Langfitt Street a bulldog type canine attacked her dog. The complainant stated that her dog sustained several puncture wounds. The own of the dog Heather Gish (age 38 Vermilion), was cited for Dog at Large.

Units were dispatched to Speedway reference the theft of a beer. The vehicle involved was located and the driver was identified. The driver stated that she was just at Speedway with her husband and that she did not know he stole anything. Officers followed the driver back to her residence to speak with her husband about the theft. The suspect Kerry Franklin (age 45 Vermilion), came outside to talk to officers. Franklin’s wife came back out with three opened beers and said that Franklin was on probation and was not supposed to be drinking. Franklin was transported to Speedway so that an employee could identify him as the theft suspect. Franklin was charged with Theft and Probation Violation.

Units responded to Lorain Drive reference a problem with neighborhood juveniles. The complainant stated that he has been having problems with juveniles coming through his yard and has told them numerous times not to. The complainant said that today he observed three juveniles walk through his side yard and when he confronted them about it they got extremely mouthy and said that they did not have to listen. The complainant also stated that one of the juveniles told him that he didn’t know what was under his shirt, insinuating that he had a gun. The juveniles were advised not to be on the complainant’s property.

Ptl. Holmes was dispatched to Lorain Drive reference a reckless operator and menacing. The complainant stated that he observed a van speeding on Lorain Drive and so he told him to slow down. The complainant stated that the driver got mouth and threatened to shoot him. The vehicle was located and the driver was identified as Jeffrey Smith (age 33 Vermilion). Smith said that he did have a confrontation with the complainant, but never threatened to shoot him. While searching the vehicle, Ptl. Holmes located a “huka” water pipe in the vehicle and also located a plastic baggie containing marijuana in Smith’s pocket. Smith was charged with Possession of Marijuana and Drug Paraphernalia. Smith was also given a verbal warning about his driving.

Dis. Kopriva spoke to a complainant reference the personal welfare of her step sister and the unauthorized used of her mother’s vehicle. A BOLO was sent out to all Erie and Lorain County agencies for the vehicle and for the complainant’s step sister. The vehicle and step sister were later located in Lorain.

Units responded to an Adams Street residence for a possible overdose. Upon arrival it was determined that the involved subject has attempted to commit suicide due to a relationship problem with his girlfriend. An ambulance arrived on scene and the subject was transported to the hospital for medical treatment and an evaluation.

Ptl. Jones conducted a traffic stop on a vehicle that was speeding. The driver Jared Graham (age 26 South Amherst) was found to be under suspension. Graham was charged with Driving Under Suspension and Speed.
1857:
Ptl. Holmes was dispatched to Route 2 reference a possible intoxicated driver heading eastbound from Route 60. Ptl. Holmes located the vehicle and the driver was identified as Ronald Kasper (age 51 Lakewood). Ptl. Holmes was able to smell a strong odor of an alcoholic beverage coming from the interior of the vehicle and located a bottle of Labatt Blue beer. Kasper was given field sobriety tests and passed. Kasper was also given a portable breath test and gave a reading below the legal limit. Kasper was issued a citation for Open Container in a motor vehicle on the roadway.

Ptl. Spoores met with a complainant reference several vehicles driving reckless. The complainant stated that one of the vehicles caused him to go off the road. When the complainant returned home, he observed minor cosmetic damage to his vehicle. Units were unable to locate the vehicle.

Ptl. Jones met with a complainant on station in reference to threatening phone calls and text messages. Ptl. Jones contacted the suspect and they stated that the complainant was also calling and harassing her. Both parties were advised to leave each other alone.

Sgt. Adams was dispatched to the Vermilion Farm Market in reference to a counterfeit bill.
1516:
Cpl. Riggs met with a subject reference damage to his property. The complainant stated that a group of ATV’s and dirtbikes were observed on his property and it ruined some of his corn crop.
1856:
Units were dispatched to an apartment on Salem drive reference domestic violence. Ptl. Spoores and Ptl. Holmes arrived and knocked on the door. Both units were able to hear shuffling inside followed by the sound of mini blinds being forcefully moved. That noise was recognized as someone fleeing the building. Units observed a subject fleeing to the north. He subject was later located and identified as Justin Hile (age 21 Vermilion). Other units went inside to speak to the complainant who advised that her boyfriend Hile took several prescription medications and made several threats of suicide. There were also several areas of the home that were damaged by Hile because he was so upset. Hile was charged with Obstructing Official Business. Hile also had a felony warrant for Probation Violation on a Burglary charge. Hile was taken to the hospital for an evaluation and will be released to Erie County Sheriff’s Department for the warrant.

Units were dispatched to a residence on Roxboro for a female who was injured possibly from a domestic with her boyfriend. Upon arrival the victim was located and had a cut above her right eye. The ambulance was called by she refused treatment. It was later learned that the female was arguing with her boyfriend and tried to throw a glass ashtray at him and in doing so, she struck herself near her eye causing the injury. No one was charged and the female left for the night.

The fire department was toned out for smoke in a house on Douglas Street. It was learned that a pot on the stove had burnt and caused a lot of smoke.

All units were dispatched to Rite Aid in reference to a Robbery in progress. The female, later identified as Brooke Pilarsh (age 30 Vermilion) entered the store wearing a surgical mask and handed a note to the pharmacy stating that “you are being robbed – Oxy 40-80 in saringes (underlined) don’t make me shoot you”. The female then took five bottles of Oxycontin and left heading towards Motel Plaza. Pilarsh was located and observed to be stuffing something in her mouth which was later identified as 39 (80mg) Oxycontin pills. Pilarsh was taken to the hospital for medical attention and an evaluation. Pilarsh was charged with Robbery and Possession of Drugs.

The complainant stated that a male drove past them in and yelled “I’m going to rape you.” The male was described as in his early twenties with short brown hair and glasses. The male was wearing a gray sweatshirt and driving a newer Jeep Wrangler.

Dispatch advised that an off duty officer called and reported suspicious activity in a vehicle that was heading west bound on State Route 2. The vehicle was located and the driver was identified as John Liston (age 26 Lorain). When asked for his driver’s license, Liston stated that he was under suspension. A consent search of the vehicle checked ok and the driver Liston was charged with Driving Under Suspension.

Units responded to the area of Liberty Avenue near Overlook Road for a possible impaired driver. The driver was located and the driver was identified as Charles Shell (age 45 Wakeman). Shell appeared disoriented and reacted slowly to Ptl. Howell’s requests. Shell was asked to exit the vehicle and upon doing so, he appeared to be unsteady on his feet. Ptl. Howell was also able to smell alcohol on Shell’s breath. Shell was taken to the station where he submitted to a breath sample with a result of .211 grams. Shell was charged with OVI and Speed.

Units were dispatched to a residence on Hollyview Drive in response to a noise complainant. It was further advised that the parents of the subject having the party were out of town. Upon arrival, an officer observed several male subjects run to the basement and shut off all of the lights. Officers knocked on the door for several minutes and no one answered the door. A male subject then showed up stating that he was there to pick up his sister. The male was advised what was going on and he called his sister and relayed the information. The male eventually gained entry to the house and convinced all of the subjects at the party to come upstairs and speak to the police. There were approximately 15 subjects gathered into the family one and all of them were under the age of 21. After speaking to everyone they agreed to submit to a portable breath test. Seven adults and two juveniles were arrested for Underage Consumption. Caitlin Ritter (age 18 Olmsted Falls), Ronald Dalehite (age 18), Logan Buchs (age 19 Berlin Heights), Daniel Deason (age 19), Mark Ostrander (age 19), Ryan Lucas (age 19), and Aaron Sooy (age 20).

Units were dispatched to a residence on Roanoke drive reference a possible Burglary in progress. Units arrived on scene and met with the complainant. The complainant stated that she evicted a subject approximately two-three months ago and that a neighbor saw him at the house today. The suspect was contacted and he at first denied being there. After told that there was a witness, the suspect stated that he backed into the driveway to fix a ratchet strap that was holding a load in the back of his truck. The complainant was referred to the prosecutor for charges.

This officer met with a complainant who stated that the Blue Bird Beach association paid for river docks at the entrance to Bluebird Beach and that they were stolen. Total loss is unknown.
1315:
All officers responded to a complaint from a male stating he was robbed by a black male with a black handgun in the area of Mcdonalds. The complainant stated that the male was in a Dodge Intrepid with three other subjects that were not involved. The vehicle was located and they were all removed from the vehicle. Officers located a Lorcin 380 Caliber pistol and the vehicle and cash laying on the floorboard in the back seat. The investigation led to the arrest of a seventeen year old male from Lorain. The juvenile was charged with Aggravated Robbery, Possession of Crack Cocaine, and Possession of Marijuana. He was then transported to the Erie County Detention Home.

Ptl. Holmes observed a white Dodge Intrepid traveling eastbound on Liberty Avenue. Ptl. Holmes is familiar with the vehicle and the owner, Wayne Flynn (age 42 Vermilion). Ptl. Holmes contacted dispatch for a driver’s license status check. Flynn was found to be under suspension. Ptl. Holmes conducted a traffic stop and Flynn was charged with Driving Under Suspension.

Ptl. Graham was dispatched to Victory Park reference vandalism. The complainant stated that someone had cut down and taken the community Christmas tree. There are no suspects at this time.

Units were dispatched to Elyria Drive reference an assault. The complainant (18yoa) stated that while at his residence four subjects that he has been having problems with assaulted him. All four juveniles (ages 12, 14, 16, 17) involved were charged with Assault.

Units were dispatched to a residence on Portland Drive in response to a noise complaint. Upon arrival, two male subjects took off running towards the woods. They were later located and identified as Bryce Kreicher (age 19 Vermilion) and Lawrence Drouhard (age 19 Vermilion). Kreicher and Drouhard were both found to be under the influence of alcohol and in possession of glass marijuana pipes. Kreicher and Drouhard were charged with Underage Consumption and Drug Paraphernalia.
1244:
Officers responded to a residence on Sanford Street reference an intruder to a vacant home. Upon arrival, officers confronted a male later identified as Daniel Deason (age 19 Vermilion). Deason stated that he had permission to be in the residence. Officers contacted the owner of the home, Deason’s mother, and she stated that Daniel was told not to be at the house. Officer’s also located a broken window in the basement. Deason was charged with Criminal Trespass, Criminal Mischief, Probation Violation, and was taken to the Erie County Jail.
1935:
Officers responded to Brownhelm Station Rad for a roll over crash. Upon arrival the driver, Joseph Kacsandy (age 66 Vermilion), was still in the operator’s seat held in place by the seatbelt. Kacsandy was not injured. While speaking to Kacsandy, he smelled strongly of an alcoholic beverage and witnesses stated that he threw a bottle of vodka from the vehicle while trapped inside. The empty bottle was found lying next to the vehicle. Kacsandy was too unsteady on his feet to perform field sobriety tests. Kacsandy was taken to the station where he gave a breath sample result of .149 grams. Kacsandy was charged with OVI and Reasonable Control.

Units responded to a residence on Parkland Drive reference an unwanted subject causing problems and refusing to leave. Officers arrived on scene and the subject was identified as Matthew Schwarz (age 21 Vermilion). Units spoke to Schwarz and he was advised to leave. After officers left, Schwarz went back and was causing more problems. Officers arrived again and told Schwarz to leave. After officers left, Schwarz went back and was causing more problems. Schwarz was charged with Aggravated Trespass and Resisting Arrest. Schwarz was transported to the Lorain County Jail.

Ptl. Jones was dispatched to Liberty Avenue in the downtown area for a possible intoxicated driver. The vehicle was located and the driver was identified as June Maslanka (age 67 Vermilion). While Ptl. Jones was speaking to Maslanka, he was able to detect a strong odor of an alcoholic beverage on her breath. Maslanka was asked to step out of the vehicle for field sobriety tests. Maslanka did not pass the tests as was taken to the station for a breath sample. Maslanka gave a sample of .1545 grams. Maslanka was charged with OVI. Because of her condition and being a possible danger to herself and having no one to pick her up, she was transported to the Erie County Jail.

Units were dispatched to the Village Inn reference a suicidal male. Upon arrival the subject was located and transported to the hospital for an evaluation.

Cpl. Riggs was dispatched to a residence on Jackson Street for an assault. The complainant stated that he was punched in the face by his ex-girlfriend. The complainant did not want to sign charges and left the residence.
1233:
Officers responded to a residence on Portland Drive in reference to a female saying she had locked herself in the bedroom because her brother was threatening to harm her. Upon arrival the complainant stated that she and her brother were arguing and that he grabbed her by the shoulders and pushed her onto the couch. All officers then left the residence as no further action was requested by the complainant.

Ptl. Reising was dispatched to the library parking lot for a private property crash. Once on scene the driver of unit two was found to be under the influence of an alcoholic beverage. The driver, Marjorie Fada (age 64 Florida, was given field sobriety tests and did not pass. Fada was transported to the station where she submitted a breath sample of .125 grams. Fada was charged with OVI and was released to a family member.
2322:
Officers were dispatched to Valley View neighborhood for the complainant of a vehicle entry and a theft. The complainant stated that she caught someone in her vehicle and that she was following the suspects through the neighborhood. The complainant and suspect’s vehicles were located and a traffic stop was conducted. The driver of the suspect’s vehicle, Matthew Spalding (age 19 Vermilion), said that his girlfriend, Stacey Jones (age 19 Vermilion), saw the complainant’s vehicle and wanted to check if her sweatshirt was inside. Spalding said that he parked around the corner and several minutes after Jones got out of the car, two females and two males approached his vehicle. Spalding stated that he was afraid and fled the area. Spalding stated that the complainant was following him until he was pulled over. Ptl. Holmes searched Spalding’s vehicle and observed a large purse in the backseat with a round plastic container containing a green leafy substance in plain view. The substance was confirmed to be marijuana. There was also a glass pipe inside the purse. Ptl. Holmes then located a wallet containing Jones’ ID in it. Ptl. Holmes continued to search the vehicle and located a pill in the center of the driver’s seat. The pill was identified as Acetaminophen/Oxycodone Hydrochloride. Officers were unable to located Jones. Spalding was charged with Possession of Drugs and Vehicle Trespass. Jones was charged with Theft, Possession of Marijuana, Drug Paraphernalia, and Vehicle Trespass.

Units responded to a residence on Elizabeth Drive reference a possible underage drinking party. Once on scene officers observed several individuals who looked to be underage and consuming alcohol. Verbal consent was granted from the homeowner and several juveniles and several adults were arrested for Underage Consumption and various other charges. Matthew Jordan (age 22 Norwalk) was charged with Resisting Arrest and Disorderly Conduct/Intox/Persisting. Zachary Adams (age 19 Vermilion) was charged with Underage Consumption and Probation Violation. The following adults were charged with Underage Consumption Hannah Copen (age 20 Vermilion), Christine Jessel (age 19 Wakeman), Eva Rence (age 18 Vermilion), Aaron Sooy (age 20 Florence Twp), and Logan Buchs (age 19 Berlin Hts).

Ptl. Terry conducted a traffic stop on a vehicle traveling at a high rate of speed on North Ridge Road. The driver Tamela Cunningham (age 48 Oberlin) was found to be under suspension. Cunningham was charged with Driving Under Suspension.
1900:
Ptl. Stark met with a complainant reference someone using and damaging his truck last night. The complainant stated that someone took his vehicle and damaged the passenger side mirror and mount. The vehicle also had a couple scratch marks down the passenger side. The complainant has no suspects at this time.

Cpl. Mayer met with the Middle School counselor reference a student who was caught with marijuana. The fourteen year old student was suspended out of school for ten days with the recommendation for expulsion.

While conducting traffic enforcement on Liberty Avenue, Ptl. Terry was approached by a citizen reporting a possible intoxicated driver. The vehicle was located and the driver was identified as Scott Shanafelt (age 49 Avon Lake). Shanafelt was given field sobriety tests and did not pass. Shanafelt was transported to the station where he submitted a breath sample of .268 grams. Shanafelt was charged with OVI and Weaving.
